HONG KONG: GOVERNOR'S CONSTITUTIONAL PROPOSALS

Ms Diana Lin (? Hong Kong TVB) got through to me on the telephone early this afternoon. She referred to a Sunday Times report that I had sent a telegram to the Foreign Office after the Governor's visit arguing that his constitutional proposals be changed to meet Chinese concerns. Was it true ? I said I had not seen the Sunday Times piece but I never commented on reports of that kind. But I had made it very clear, in my contacts with the press before and after the Governor's visit that I fully supported his proposals.

2. Ms Lin asked whether there was any dissatisfaction about the Governor's constitutional proposals among Foreign office China hands. I said that I was not prepared to join in that kind of speculation
