The
Following his visit to London, the Governor is keen to ensure that the FCO is kept fully abreast of our thinking on key issues in which they have an interest, He has therefore decided that we should, as a matter of routine, send a telegram to the FCO each Thursday summarising the present position on these issues. obvious ones at present would be constitutional development and the airport. The Governor also intends to talk to Mr. Goodlad on the phone each Friday, to see if the FCO have any outstanding queries.

On a related matter, the FCO clearly find it difficult to deal with major issues that reach them by telegram late on Fridays. They have asked if it would be possible to hold meetings of the China Policy Committee, and any other meetings dealing with subjects of interest to them, no later in the week than Thursdays. I would be grateful if you and other addressees would bear this in mind when such meetings are being planned.
