The Chinese language press had displayed more equivocal

reactions. Unfavourable comment on the constitutional package

has generally been based on the anticipated hostility of China. Doubts have been expressed about abolishing appointed members on

District Boards. The response to the Governor's first question session in LegCo, to his public meetings and the phone-in on

RTHK was enthusiastic and mostly uncritical.

The range of issues raised in LegCo reflected accurately those raised by members of the public a reassuring comment on the

representative nature of LegCo.
