Thank you for your letter. As you say, the whole
exercise has gone far better than we had any right to expect. Our objective was to deliver a high level of public support for the Governor's proposals. We had to do this directly i.e. straight to the community rather than through LegCo. Public approval ratings of about
about 70% are remarkable given the barrage of criticism in the left wing press. It is interesting to note how the liberals in LegCo are rallying to the cause (Martin Lee, Margaret Ng et al). All in all, we are in good shape for Peking.

То some extent, the issue has moved on a little. The public debate is now focussing on the notion of a referendum. Ι have to say that a referendum now looks inevitable. The PRC will not accept the Governor's proposals and the CRC will want to duck the issue when the package goes before LegCo in the spring. The UDHK wants a referendum as vehicle for developing democracy. Paradoxically, the high level of public support limits the Governor's room for ✔ manoeuvre in Peking.
