Housing

23.

The new middle-income housing scheme received much attention. Our contacts generally welcomed such a scheme as they thought that it was a big step forward to help the housing problems of the "sandwiched class". However, some respondents were disappointed that the housing needs of other sectors of the community had not received attention. They also worried that buying flats from the private sector to sell to the "sandwiched class" would push up property prices. A few also doubted whether 60% of the families could own their homes in five years' time in view of the high property prices.

Environment

24.

Many of our respondents were pleased that the Government had pledged an active role in environmental protection. However, a few felt that there was insufficient coverage on environmental issues. In general, our respondents were supportive of the "polluters pay" principle, but they maintained that the fees charged should be modest and reasonable.

Conclusion

25.

To sum up, a very favourable response to the Policy Address from many sectors of the community, with some reservations on affordability and implementation of the political proposals.
