This Report summarizes the spontaneous public comments collated in the first 24 hours following the Governor's Policy Address to Legco. It has been compiled from District officers' reports, and the views and reactions received collated from some 3,000 respondents from different walks of life throughout the 19 districts in Hong Kong.

In general, the Address received with overwhelming public support. Respondents saw it as a bold and ambitious attempt by the Governor to build up and sustain prosperous Hong Kong with all major targets set out between now and 1997, while injecting democracy into the political system to the fullest extent permissible under the Basic Law. All were impressed by the positive approach and the political courage of the Governor. Many appreciated the openness in which he put forward his innovative and imaginative blueprint for Hong Kong. Some said that the Address had demonstrated a strong leadership which they hoped would carry Hong Kong through difficult times in the run-up to 1997.

The pledges to maintain a vibrant economy, to invest in the future, and to improve the quality of life were warmly welcomed. However, many were concerned that the additional commitments in terms of recurrent expenditure would create an excessive burden on the future SAR Government, particularly if there was a downturn in the economy. the proposals seemed to be reasonable and affordable, adopt a wait-and-see attitude before judging whether the promises could be fulfilled. A few were disappointed that the problems of inflation, housing for the low-income group, and relationship with China had not been given adequate treatment.
