1. Contrary to the impression given by this morning's COI press summary, which the Secretary of State saw in Madrid, there is extensive comment on the Governor's speech to LegCo yesterday and it is very positive. I attach the main cuttings.. For The Times, in its present mood and against a background of carping about Hong Kong for years, to say Mr Patten made a "brilliant, elegant debut" is a real achievement.
