Many thanks for keeping us supplied with timely roundups of local reactions to the Governor's speech. They have provided us with the necessary material for keeping Ministers, including No 10, fully briefed. As you know, there is keen interest here.

The presentation exercise at your end seems to be going extremely well and will of course have contributed to the media response here which, as you will have seen, has been remarkably good. I do not think we could have hoped for anything better. Now much will depend on how the Chinese response evolves. So far that, too, has been as good as we could have hoped for, and its initial caution has given us welcome breathing space to build up understanding and support for the Governor's proposals.

One point which we have been asked about is the figure for 10 million viewers of Hong Kong TV in Guangdong, which was mentioned in the material you sent us. Can you tell us what this is based on? Does the figure come from a recent general audience research exercise, or from a survey of viewing figures on the actual day of the speech?
