Can I put to you firstly that Mr. in standing still on democracy in Hong Kong but does he, do you think in this speech, go far enough for some of his Liberal critics within Hong Kong?

FOREIGN SECRETARY:
He has to strike this balance. What he is proposing is a big step forward but it is a step forward which we think can last beyond 1997 when sovereignty changes and Hong Kong goes back to China. That is the aim. There is not much point in taking a huge step forward now which only lasts a couple of years.
INTERVIEWER:
Some of the Conservative critics within Hong Kong, particularly some of the people within the business corporations, will be losing their influence on the legislative body; what will their response be?
