Translation of a Statement by an NCNA Spokesman

We take note of Mr Patten's Policy Address. We are not going to give our full comments on his Address at this time and will only limit our comments to the part of the Policy Address regarding the constitutional package.

According to the JD, Britain is responsible for the administration of Hong Kong during the transition period in order to maintain Hong Kong's economic prosperity and social stability. The Chinese Government will fully cooperate in this respect. If during the transition period, major changes are made to Hong Kong's political structure which undermine the executive-led administrative structure, this will be against the spirit of the JD. Regarding the question of the 1995 election, because it affects the smooth transition, the British and Chinese side should hold discussions and arrive at a consensus before any announcement is made. Now that the British side has ignored the Chinese side's solemn attitude to put forward suggestions, and have raised so- called "proposals" and has unilaterally announced them; this is extremely iresponsible and inappropriate. The Chinese side will not be responsible for any controversy arising from this.
