BL makes clear that 1995 Election Committee will not
be the same as for 1999 ("Except in the case of the first Legislative Council, the above-mentioned
Election Committee refers to the one provided for in
Annex I of this Law" ;)
BL itself states that Election Committee should
operate "in accordance with the principles of democracy and openness” (Annex I to BL).
The Election Committen for 1999 will include among its members "representatives of district-based
organisations", so having DB members as electors would in no way be contrary to the BL.
Essential that Election Committee produces credible
results. Electors should therefore themselves be elected. Anything else would be appointment by proxy.
No firm ideas yet on voting method.
