As requested in your letter of 29 September, I enclose:
the text of a "Dear Colleague" letter, which the Foreign
Secretary will be sending to a wide range of MPs and Peers
interested in Hong Kong in time to arrive on the morning of the Governor's speech;

the current draft of an article by the Governor to be
published in the Times on 8 October;
a set of Bull Points which the Foreign Secretary proposes to circulate as guidance to Cabinet colleagues.
