I am passing Mr Rickett's submission of 1 October on now in order to catch tonight's box. Mr Goodlad has not actually seen the submission but has previously discussed the game-plan for presentation of the Governor's proposals in some detail (both with officials here and in Hong Kong). I have updated him by telephone.
