HONG KONG: GOVERNOR'S 7 OCTOBER SPEECH: GAME PLAN FOR PRESENTATION IN THE UK

We took advantage of the presence of the Governor's team here yesterday to discuss the division of labour on briefing key figures at the UK end in the period immediately before and after 7 October. The meeting usefully brought together Messrs Hanson, Hoare and Llewellyn from Hong Kong, with John Yaxley, the Special Advisers, and members of News Department and Conservative Central Office as well as HKD.
It was agreed that HKD would act as the central point of contact for organising this exercise and drafting the main pieces of paper. But all will have a role to play.

Mr Goodlad might wish to discuss the following arrangements before he leaves for Cambodia.
The Governor's speech will take place between 7.30 and 9.30am UK time on 7 October. We identified the key targets at this end as follows.

Parliament
(i) Given that the Governor's speech will come early in the morning UK time, it will be necessary to brief in advance the most senior political figures, and those whom the media are likely to seek out for instant comments on the morning of 7 October (eg the Today programme). We identified the following candidates for this advance briefing:
Lady Thatcher, Mr Heath, Lord Maclehose and Lord Wilson: telephone calls from the Governor on 6 October;
