The Governor will make himself widely available to British media from Hong Kong immediately after his speech. The Foreign Secretary plans to brief the lobby in Brighton
on 7 October. We shall brief the Sunday press later in the week, in the light of the initial reactions to the speech, and the Foreign Secretary also plans an article in a Sunday
newspaper.
