1. Thank you for copying me your note of today's date. I should be grateful for the opportunity to make an input in the drafting of the "Dear Colleague" letter.
2. I should emphasise that it will be difficult for the Secretary of State to devote time to making briefing telephone calls on 6 October because of his Party Conference speech and attendant media engagements. Of those whom you list as deserving a call from either the Secretary of State or Mr Goodlad, I think he should speak to Dr Cunningham, Mr Ashdown and, possibly, David Howell. Subject to his views, perhaps Mr Goodlad could speak to the rest.
3. I have put in the Secretary of State's diary a lobby briefing in Brighton for 11 am on 7 October. We would need to ensure that Hong Kong can get an early round-up of reactions to the Governor's speech to Brighton.
