Edward, Mike and I have a few comments:-

We need to be clear exactly who is briefing who. Your paragraph 3 (i) is slightly vague on this. Our understanding was that Lord Howe would also be briefed by the Governor on 6 October and that the Governor would brief Paddy Ashdown when he sees him here in Hong Kong on 1 October.

We also agreed that a couple of sentences on Hong Kong should be included in the speech made by the Secretary of State at the Party Conference on 6 October and also in the Prime

Edward Minister's wind-up speech on 9 October. is in touch with Edward Bickham and No, 10 respectively on this.
