HONG KONG: CONSTITUTIONAL DEVELOPMENT
As you know, the Governor of Hong Kong will be making his first policy speech to the Legislative Council in Hong Kong on 7 October.
We expect that the Governor's proposals on constitutional development will attract some press and parliamentary attention in this country. The Foreign Secretary thought that Cabinet colleagues might find it useful to have the enclosed brief set of bull points, and a summary of the Governor's proposals (both of which you have already seen). These are confidential until announced, which we expect to be by about 0930 London time on
7 October.
We can supply copies of the Governor's speech. I suggest interested departments make contact with our Hong Kong Department direct (270 2647).
I am sending copies of this letter to Private Secretaries to all members of the Cabinet, and to Melanie Leech (Cabinet Office).
