To maximise the chances of continuity in 1997 we shall be discussing these changes with China. But I firmly believe that they are in Hong Kong's best interests. Taken together, they represent a significant step forward in participation by the people of Hong Kong in their Government.

Our entire colonial history will rightly or wrongly be seen through the prism of how we handle this final chapter in Hong Kong. I say final chapter; a final chapter for us, but not for the people of Hong Kong. For the six million people who make Hong Kong their home, 1997 will represent the beginning of a new chapter. It will, I am convinced, be even more successful than the ones that went before.
