HONG KONG: PRESENTATION OF THE GOVERNOR'S PROPOSALS ON CONSTITUTIONAL DEVELOPMENT
1. I am passing Mr Rickett's submission of 1 October on now in order to catch tonight's box. Mr Goodlad has not actually seen the submission but has previously discussed the game-plan for presentation of the Governor's proposals in some detail (both with officials here and in Hong Kong). I have updated him by telephone.
2.
The Minister agrees with what is proposed, and in particular is happy to make the telephone calls suggested for him. He also stands ready to take over the Secretary of State's lobby briefing on 7 October if this proves necessary.
