HONG KONG: SECRETARY OF STATE'S MEDIA STATEMENTS AT GATWICK ON 7 OCTOBER

1.

I understand that the plan is for the Secretary of State to do an extended doorstep interview at Gatwick on the morning of 7 October in order to welcome the Governor's speech (the Governor is expected to finish speaking at roughly 0930 our time).

2. I attach a set of points for an initial statement, together with a shortened list of supplementaries for any subsequent question and answer. Mr Cornish already has the longer version of supplementaries: the main points which I have omitted relate to expected Chinese public criticisms. think it is unlikely that these will be on the wires before the Secretary of State meets the media.

I also attach a copy of the text of the speech, and of the Prime Minister's statement to be issued on the morning of 7 October from Number 10.
