(ii) Defence Lands: the communique from the Prime

Minister's visit to Peking spoke of the need for very

early agreement.

We are not there yet. The Secretary of

State should therefore emphasise again the sensitivity

in Hong Kong and the need for the Chinese to agree a package which is saleable there;

(iii) On the nuts and bolts of JLG business, we should also

seek a Chinese undertaking to give an initial response to papers presented by the British side within one month, and a full response within two months, and that

there should be more meetings of Expert Groups;

(iv) On other Hong Kong business, the Governor will (as

noted above) send recommendations on the airport; the

Secretary of State will need to reassure Qian that we have no intention of yielding executive-led Government in Hong Kong, and that the Chinese should come to

terms with the new LegCo.
