HONG KONG TRANSITIONAL AFFAIRS ADVISERS

1. The Minister might welcome.a comment on the Chinese MFA

announcement on 24 January that the Chinese Government was

considering inviting Hong Kong people to be advisers on Hong

Kong affairs "in order to strengthen China/Hong Kong

communications." The Chinese have said publicly that the

advisers would be invited on an individual basis; and would

not be part of a formal organisation.

We first heard reports of this proposal shortly before

Lu Ping's visit to Hong Kong (5-14 January).

3. Press reports in Hong Kong have given the number of these advisers as between 40 and 100. Chinese spokesmen

have said that the advisers would not become a second centre

of power in Hong Kong.
