progress in one or two areas of JLG work, carefully prepared
in advance, as well as some other topical Hong Kong issues. More specifically:
(i) the Air Service Agreements issue offers the best prospect
of registering progress on a JLG issue.
We still have some differences with HKG on the tactics.
It may not now be possible to wrap up a deal in time for
it to be blessed by the Foreign Ministers. We should aim to pin Qian down to the main points with details to be
sorted out by the negotiators.
