Many thanks for your letter of 24 February about the discussion at the Secretary of State's meeting.

Everyone here, including the Secretary of State, agrees
that it would be useful to have further reflective
discussions on Hong Kong issues in future. We will try to fit in a substantial session for you with the Secretary of
State (whoever he may be) when you are next in London. And
I very much agree that it would be important for the new
Governor to have a strategic look ahead with Ministers once he is appointed.
