Discussion focussed on human rights and the need for dialogue for

Chinese. Chinese protested.

[If raised: Status of Tibet] Successive British governments have

consistently regarded Tibet as autonomous while recognising the special position of the Chinese there. We have impressed upon the Chinese authorities the need to give decent autonomy to Tibet. urged dialogue with the Dalai Lama.

Trying to boost our links with Taiwan, in recognition of its

economic and commercial weight. But in doing so must avoid

provoking any Chinese reaction which might harm our dealings over

Hong Kong.

John Redwood, DTI Minister for Corporate Affairs will be visiting

Taiwan 23-26 February. This will be the first UK Ministerial visit

to Taiwan. It will be presented as a private visit, at the

invitation of the Oxford Alumin Association of Taiwan. Mr Redwood

will meet senior Taiwan figures while he is there.

The Anglo Taiwan Trade Committee (ATTC) office in Taiwan is being

upgraded. Currently the Director is an ex-businessman, but after

May will be replaced by a membmer of the FCO (DS4) on secondment.

DTI official, also on secondment, will go as deputy Director.

Trying to put operation there on more regular basis. Unofficial status of office will not change.
