It was very useful to have your letter of 14 February giving a read-out of the discussion which you had with the Secretary of State.
I realise that this meeting was not intended to reach policy decisions. Indeed, that was its value. will not therefore comment in detail on what was discussed. There are however several points where you have either asked for a comment or one is necessary. will deal with these below:

I do indeed see Martin Lee on a regular basis with an irregular timetable. I saw him for instance last week for a private chat. Similarly, the Chief Secretary sees him for private discussions. I also see other leaders of LegCo groups, to the extent that term really means anything. Similarly, senior civil servants are under instructions to ensure that they meet and talk to members of the UDHK dealing with their particular subjects, as well as with other members of LegCo. is happening.
