Declaration makes HKG responsible for deciding

what constitutional arrangements are in the

best interests of the community before 1997;

(c)

a readiness to appeal, if necessary, over the

head of LegCo to the community at large for a

verdict on constitutional development up to

1997 (i.e., a referendum); and

(d) serious consideration of the merits of early

direct elections for all LegCo seats.
