SECRETARY OF STATE'S OFFICE MEETING ON HONG KONG : 16 NOVEMBER
1.
The Secretary of State is holding a meeting at 1600 on
16 November. The Governor and Sir Robin McLaren will be
attending, together with key members of the Governor's team
from Hong Kong.
2.
The main objective will be to consider the way ahead
given Chinese determination to oppose the Governor's
constitutional proposals, and to prepare discussion at OPD (K)
on 18 November. I submit an annotated agenda, together with a
copy of the Secretary of State's paper for OPD (K). I will submit a brief for the OPD (K) meeting in the light of the
discussion on 16 November.
3.
The Governor is planning to put his constitutional
proposals to LegCo in February/March. The Secretary of State
might be interested to know the outcome of the first test of
opinion in LegCo; a motion with a series of amendments which
were considered on 11 November. The result showed an
encouraging level of support for the Governor's proposals ;
the amended motion which expressed general support for the
proposals was adopted 32-21 (total LegCo membership is 60). attach a fuller summary.
