CONSTITUTIONAL ISSUES
Mood in Hong Kong
Reasonably resilient so far. Polls continue to show 60+%
support for my proposals and 55-60% in favour of going ahead with them even if China disagrees.
British Hongs not bad. Majority, though not all, of main Chinese business leaders are worried or opposed. Younger businessmen and professionals are more supportive. will threaten all who support me (eg Swires).
Support and way forward in Legco
Chinese
LegCo motion which gave general support to my proposals passed by 32 to 21 last week.
Crude Chinese threats to Legco members will continue.
We should be neither more nor less heroic than Legco.
We should continue with present proposals through to New Year while looking at any alternatives which meet the criteria of openess, fairness and acceptability to the people of Hong Kong. A number of proposals now starting to emerge.
The two contentious issues are the Election Committee and
functional constituencies. Others more or less accepted. Might put forward three bills - one on the less contentious
issues; and one each on the other two maybe with options.
