I submit a brief for OPD (K), covering a copy of the Secretary of State's Memorandum of 13 November. Mr Goodlad, the Governor and Sir Robin McLaren will also attend the meeting.

2.

The Governor will be briefed to speak on the present position and the prospects in Hong Kong, including the issue of what changes might be made to his proposals and how this might be handled. His thinking on this is crucial to consideration of what role HMG can most usefully play in support of his approach. The Points to Make for the Secretary of State are therefore drafted on the basis that the Governor

will have set out his thinking first.
