Ministers have agreed that you should authorise Mr C H Tung

to convey the message set out in para 15 of your TUR to the

Chinese side during his visit to Peking.

2. We think that it would be worth adding one further element

to this message. You will have seen some reports that the Chinese side may be intending to establish a preparatory body or

"vetting committee" before February 1993. We therefore think it

would be worth including in your message the thought that you

very much hope that the Chinese side will not take any steps to

set up any new bodies which would give institutional form to the

"HEREBY present differences between the two sides, and preempt the

emergence of alternative proposals in LegCo.
