This letter covers a number of aspects of Hong Kong:

i. The new airport

ii.

The Prime Minister has seen Stephen Smith's letter of 29 October. He agrees that EXCO should be told on 3 November that the tender for reclaiming the site on which the airport will be built should be let at the end of November.

The visit of Zhu Rongji

The Prime Minister is content for the visit to be mair.cained and for Zhu Rongji's call on him to take place. He agrees with the advice that he has had from Mr. Patten that this would be an opportunity to deliver a pretty robust message to Zhu Rongji.

iii. Visit of Mr. Patten

The Prime Minister has agreed to a meeting of OPD (K) on Wednesday 18 November. He was to have hosted a working lunch for Mr. Patten on that day. Because the official business will have been done at OPD (K), Mr. Patten will now lunch entirely privately with the Prime Minister.
