Since a number of recent Cabinet papers submitted by Departments for circulation have been in the wrong format (which entails re-typing and consequent delay), I thought it would be helpful if I circulated a quick check list for preparing a Cabinet paper. This differs slightly from the format
format for Cabinet Committee papers. All the information is contained in pages 13 and 14 of the "Handbook for the Cabinet Documents Officer",
Format
A specimen format is attached at A. Key points are as follows:

Originals
Papers should be provided as originals not photocopies.
Classification
No classification markings should appear on the document except where the paper is restricted to Cabinet members only (CMO). In this case, the words "CMO until [date]" should appear on the top right hand corner of every page of the document. The classification should instead be notified to Sir Robin Butler's office.
Heading
The words "THIS DOCUMENT IS THE PROPERTY OF HER BRITANNIC MAJESTY'S GOVERNMENT" should appear in capitals across the top of the first page. (See specimen).
