As I mentioned on the telephone, I will need to put to the Secretary of State over the weekend a first draft of a paper for him to circulate pre-OPD (K).

I enclose a draft. This touches on some sensitive points. But I believe we need to give Ministers a realistic assessment of the implications for Hong Kong of the present Chinese approach, and a basis for discussing what to do about it.

May I leave it to you to copy this to Michael Sze, who I know is working on a paper in parallel. Grateful for any comments by 1000Z on 5 November. I would of course want to clear the next version with the Governor, probably in parallel with putting it to Ministers here.
