service. A number have good connections with the Chinese. This is of course helpful provided that, as the Governor has presumably concluded, these connections are not such as to constitute a threat to the confidentiality of ExCo discussion;
iii) Official members
The increase in the number of official members follows logically enough from the Governor's decisions on the composition and role of ExCo, although in fact it reverses a trend of some years. If he decides to bring on the local officers whom he names this will be valuable in grooming them for top office and will also be well received locally. The departure of Mr Wiggham will not be a great loss.
4. I imagine that the Governor will wish to discuss these proposals with the Secretary of State when they meet on 15 September. I am not therefore submitting any telegram in reply at this stage.
