HONG KONG: APPOINTMENTS TO THE EXECUTIVE COUNCIL

Problem

1. Secretary of State's formal approval for the Governor's

proposed appointments to ExCo.

Recommendation

2.

That the Secretary of State should give his approval. I submit a draft telegram.

Background and Argument

3. The Governor discussed with the Secretary of State during his flying visit to London in September his proposals for re-shaping ExCo. He has decided to separate the non-official

membership of LegCo and ExCo. He will take the opportunity to

make a clean sweep of the present non-official members of ExCo, with the exception of Baroness Dunn and Mr Purves.
