businesswoman with good liberal credentials. Member of the Law Reform Commission and other public bodies;

Mr Roger Luk.

Age 41. A leading young economist (and a

protege of Sir Q W Lee), who is well regarded in the business community.

These two appointments would run until the next disolution of LegCo. They are good choices from the younger generation, and I recommend that the Secretary of State approve them.

The Governor would, if possible, like to announce both these changes tomorrow Hong Kong time. To make this possible, we would need to send a telegram this evening. You agreed to fax this note to Mr Gozney in Brighton. We will prepare a telegram and hold it awaiting his trigger.
