Problem

1.

To secure Cabinet approval for the political and

constitutional proposals which the Governor wishes to announce

on 7 October (and on which the Secretary of State will wish to brief the Chinese Foreign Minister on 25 September).

Recommendation

2.

That the Secretary of State should minute the Prime Minister, copying to OPD (K) colleagues, outlining the proposals and their implications and seeking approval for them without a meeting. I submit a draft minute, which the Governor and Mr Goodlad agreed in Hong Kong on 7 September.
