an increase in the responsibilities of the District Boards consistent with those in the Basic Law, and from 1994 the abolition of all appointed members of the District Boards;

abolition of the appointed members of the two Municipal Councils;

an independent Boundary and Election Commission reporting to the Governor;

an Election Committee composed of people who have themselves been elected so as to satisfy the requirement in the Joint Declaration and the Basic Law that by 1995 all members of LegCo should be elected.

All these proposals are in accordance with the terms of the Basic Law. We intend to begin discussions with China on them when the Governor visits Peking from 11-14 October.

These discussions need to be concluded in time for. the Hong Kong Government to put proposals to the Legislative Council by the spring of 1993.
