If we decided that the Election Committee should compose of DB/MC members SO as to make LegCo more democratic, it would be even more incumbent on us to turn DBS/MCs into wholly

Being much less politicized, DBS comprised people with a diverse background and many of them were independents. If DBS became fully elected, there would be enormous pressure for board members to join political parties. The latter would dominate the boards which would then cease to provide any political leverage for Government.
