difficulty was not So much with the number of members of the proposed Commission but the Select Committee's other proposal that the deputy president (or elected president) of LegCo should have the power to appoint one member of the Commission. After a brief discussion of arrangements in UK

and Canada, the Governor thought that he should appoint all members of the Commission but we should not insist on this depending on the strength of ExCo/LegCo's feeling in this

respect.

Minimum Voting Age (Paper No. 3/92)

meeting agreed that the minimum voting age should be lowered from 21 to 18. It was noted that Lu Ping also supported the idea.
