now like to send two telegrams to the Governor:

(a) to thank him for involving the Department in the process

leading up to his conclusions: and to make clear that we shall not be doing any more second-guessing.

There have been

no complaints about our contributions, but they did not find favour and I think it would be good for the working relationship to make clear that we now see our main task as processing his recommendations.

(b) to seek views on handling the Chinese over the next few

weeks.
