You already have the powers you need to develop

your own committee structure. I assume you will wish to

establish a system that enables you to ensure that the

ur

executive is fully accountable to the legislate, as

in the

laid down|Joint Declaration and Basic Law, and that this

Joint

procedure works effectively and openly.

23.

With these new arrangements, a different

relationship will have to be created between the Council

and the Government to ensure that public business

that

is the Government's legislative and financial programmes

- is conducted efficiently. A Government Business

Committee will be established to discuss the handling of

the Executive's legislative and financial programmes.

This new non-statutory body will be chaired by me or by

the Chief Secretary or Financial Secretary according to

the subject under discussion. I invite the Council to

decide for itself the Members whom I should ask to join

this new body. I assume the Council will wish to ensure

that they are broadly representative of its overall

membership.
