A non-statutory Government Business Committee would be established consisting of government officials and LegCo members. It would be chaired by the Governor, the Chief Secretary or the Financial Secretary, depending on the issue. The aim of this Committee would be to help the passage of government business through LegCo.
District Boards (DB)
The role of District Boards is to monitor and advise on
government action at district level (eg. public housing, health care, primary education). At present membership of District Boards is two thirds elected and one third appointed. The Governor proposes that at the next District Board elections in September 1994 all members should be elected, and the responsibilities of the Boards enhanced.
Municipal Councils (Urban Council and Regional Council)
The Municipal Councils are responsible for a wide range of local services, from museums to refuse collection.
The Governor proposes that at the next elections the number of directly-elected seats should be significantly increased and appointed membership abolished. Proposed membership:-
Urban Council: 32 elected and 9 District Board members.
Regional Council: 27 elected, 8 District Board and 3 ex-office members of the Heung Yee Kuk (representing original indigenous inhabitants of Hong Kong.)
