Background

Constitutional Development

1.

The Governor will present his constitutional proposals to the Committee. The Secretary of State may wish to focus on

the handling in the UK (the Governor's speech will take place

on the Wednesday of the Party Conference, the day after the Secretary of State's speech there) and with the Chinese.

Airport

The Prime Minister has previously shown interest in the implications of a row with the Chinese on these issues for the

airport.
