denunciations

(notably,

the

OMELCO

consensus).

Subsequently,

HKG

has reached compromises, to

the

political embarrassment of its LegCo

allies.

Political Calculations

5.

The package's political benefits will not be evenly

distributed:

(a) All elected members (including the UDHK) fear

that support for the package may lead

allegations of being "pro-British".

(b) The general LegCo view

benefits "liberals"

is that the package

(the UDHK in particular)

and

discriminates

against

pro-business

and

pro-PRC elements (the CRC in particular.)
