HONG KONG: APPOINTMENT TO THE LEGISLATIVE COUNCIL

PROBLEM

1.

The Governor has one seat to fill by appointment on the

Legislative Council following the resignation of Rita Fan.

RECOMMENDATION

2.

That the Secretary of State should endorse the

Governor's proposal in the attached telegram that he should

appoint Ms Anna Wu, a liberal lawyer who is a strong

supporter of his constitutional package. I consulted Mr

Goodlad orally before his departure for Bosnia today. He

agreed.

BACKGROUND

3. I do not know Ms Wu personally. But she seems to have a good record of public service, particularly in the legal community and is therefore a credible candidate in her own

right. Her main attraction to the Governor is clearly that

she would be a firm supporter of the Governor's
