Problem
1.
Hong Kong have asked for our approval (deskby 1801002)
of the text of the speech the Secretary for Constitutional Affairs proposes to give in this debate.
Recommendation
2.
I recommend approval. The proposed speech is careful and unexceptionable, and draws substantially from statements made in the House by the Foreign Secretary.
Background

It
LegCo is due to debate this motion next Wednesday. calls for reaffirmation of the 1989 OMELCO Consensus on the
pace of democratic development in LegCo (ie 1995 LegCo to be
composed of 30 directly-elected members and 30 elected from functional constituencies). Members of the Cooperative
Resources Centre, who consider the OMELCO Consensus to be
out-of-date and impractical now (though desirable at the time) are likely to amend the motion.
