VISIT OF LEGCO MEMBERS TO TAIWAN

In case you have not already seen it in other Press reports, the United Daily News of Taiwan reported on 23 July that a group of 4 members of LegCo would be visiting Taiwan from 25 July. The aim of their visit would be to get a better understanding of the Taiwan authorities' policies towards Hong Kong and Macau. They will be received by the Secretary General of the President's Office, Tsiang Yen-shih, the Chairman of the Mainland Affairs Commission, Huang Kun-hui, and by other senior figures. They will also call on the newly established Hong Kong and Macau Association. In addition to Government figures, they are also intending to have a discussion meeting with Opposition politicians including Kang Ning-hsiang of the Democratic Progressive Party, Ju Gao-jeng of the China Social Democratic Party and the non-aligned Lin Cheng-chieh.

The 4 Hong Kong LegCo members are all from the group which is described in the report as "causing the Chinese Communists headaches", that is to say the Democrats elected at the last LegCo elections. They include 3 members of the UDHK (Huang Chen-ya, Lau Chin-shek and Lam Kui-shing (and the Independent Emily Lau). The invitation had apparently been conveyed to them last month by the Presidential Policy Adviser, General Wang Sheng, who visited Hong Kong in June at the invitation of the New Asia Cultural Foundation. The head of the Foundation, Fan Chih-an is accompanying them as an adviser.

The story was given front page treatment by the Taiwan Press, and the high level of treatment being accorded to them by the Taiwan authorities, showed the importance they attach to this visit. The Taiwan authorities are clearly very interested in establishing contacts with anti-mainland political groups in Hong Kong. But it is not only such people that the Taiwan authorities are beginning to cultivate. General Wang Sheng was also reported to have invited a number of Hong Kong delegates to the CPPCC and other pro-China figures in Hong Kong to visit Taiwan.
